A large UK council had adopted a cloud-first strategy across a multi-cloud environment spanning Microsoft Azure and AWS. As cloud adoption accelerated, annual expenditure increased rapidly from approximately £4 million to £8 million in just five months.
The unexpected increase created significant financial pressure and raised concerns about the sustainability of the council’s cloud estate. With multiple suppliers and outsourced IT providers deploying and managing resources, the organization needed greater visibility of its expenditure and stronger financial control.
Rapid cloud growth had outpaced the governance processes needed to manage it effectively. The council had limited central visibility of which departments, projects and suppliers were responsible for individual costs, making it difficult to understand what was driving the increase or hold budget owners accountable.
The lack of financial transparency also made it harder to challenge unnecessary consumption. With cloud expenditure effectively doubling in five months, stakeholders were beginning to question whether some workloads should be moved back on-premise.
Legacy resources compounded the problem. Storage associated with completed and retired projects remained active after the corresponding virtual machines and applications had been decommissioned, continuing to generate unnecessary costs.
The council needed to understand its cloud expenditure quickly, identify opportunities for immediate savings and establish greater governance over future consumption.
ITAA implemented a structured FinOps operating model, working closely with technical, finance and business ITAA’s FinOps team established greater financial visibility, accountability and governance across the council’s Azure and AWS environments while identifying opportunities to reduce expenditure without compromising operational services.
Cloud expenditure was analyzed across departments, projects, services and resource types to establish where money was being spent, who was responsible for it and what was driving the rapid increase.
The environment was then reviewed for optimization opportunities across compute, storage and other cloud services. This identified unused and idle resources, rightsizing opportunities and areas where commitment and rate optimization could reduce expenditure.
A particular focus was legacy storage associated with completed projects. ITAA helped establish a process to identify, validate and remove redundant storage safely, delivering a 35% reduction in storage costs.
Alongside immediate optimization, recommendations were developed to strengthen ongoing cloud governance. These included improved resource tagging, clearer budget ownership and processes for reviewing and decommissioning resources at the end of a project or service lifecycle.
Together, these measures provided the foundations for a more structured FinOps operating model based on visibility, accountability and continuous optimization.
The engagement identified approximately £1.7 million in annual cloud optimization opportunities, equivalent to around 21% of the council’s £8 million annual cloud expenditure. Opportunities were identified across several areas:
Legacy storage remediation alone delivered a 35% reduction in storage costs, addressing expenditure that had continued after the associated projects and workloads had been retired.
Importantly, measurable financial opportunities were identified before all planned FinOps use cases had been completed. Beyond the immediate savings potential, the council gained greater visibility of what was driving expenditure, clearer accountability for cloud consumption and stronger governance over future provisioning.
By establishing greater transparency across a complex multi-cloud estate, the council was able to move away from reactive cloud cost management towards a more controlled and accountable approach.
The combination of financial visibility, governance and optimization helped restore confidence in the organization’s cloud-first strategy while providing a stronger foundation for sustainable cloud financial management.
