Oracle’s Unlimited License Agreement (ULA) can seem an appealing prospect, promising flexibility and cost savings. For many organizations, however, it introduces hidden challenges like compliance risks, complex deployments, and rigid support costs.
The ULA allows unlimited deployment of certain Oracle programs, like Database Enterprise Edition, across your environment for a specified term (usually 3 years). At the end of this term, you must “certify” the quantity of deployed licenses, setting your future perpetual license count. Support costs, fixed at the start, remain unchanged, regardless of the license count certified.
ULAs pull your future investments forward and secure a long-term support stream, often incentivizing Oracle to push for a multi-million-dollar deal within the quarter to meet bonus targets. By merging multiple contracts into one annual support figure, Oracle makes it challenging to downsize later, ensuring steady revenue.
